The original toolkit was developed jointly by Primhe and Lundbeck and was designed to provide an accessible, straightforward guide to implementing Standard Two of the National Service Framework for Mental Health. Primhe released a new Resource Pack for primary care at the NIMHE conference on 12th June 2003.

Enabled by funding from the Department of Health and Lundbeck, this pack represents a radical departure from the Toolkit. It is intended to help people and organisations at UK, four-nation level, deliver good work and best practice in mental health promotion, whilst also highlighting the need for developing socially inclusive services at local level and dealing with issues relevant to the management of mental health problems.
